How to register changes in marital status to be married / divorced or widow/widower in the Thai civil registration,
Thai citizens can register changes in marital status to be married, divorced or widow/widower in the Thai civil registration by submitting required documents to local district offices (Amphoe) in Thailand in person or authorising another person to act on his/her behalf.
1. For Thai citizens who registered marriage/divorce or became a widow/widower under the Norwegian/Icelandic Law;
Applicants obtain a marriage/divorce/death certificate in English from Norwegian/Icelandic authorities.
The Norwegian authority for marriage/divorce/death registration is Skatteetaten.
The Icelandic authority for marriage/divorce/death registration is www.skra.is
The original marriage/divorce/death certificate in English must be first certified by a notary public (Tinghus/Tingrett). Certificates issued by Norwegian authorities must be subsequently legalised by Norwegian Ministry of Foreign Affairs (Utenriksdepartementet). Certificates issued by Icelandic authorities must be subsequently legalised by Icelandic Ministry of Foreign Affairs (utanríkisráðherra)
In this step, in the case that an original certificate is written in Norwegian or Icelandic language, it must be attached with an English translation. A Thai translation “certified correct translation” can additionally be attached. The original certificate and English translation (compulsory) and Thai translation (optional) must be first certified by a notary public and then legalised by Norwegian Ministry of Foreign Affairs (Utenriksdepartementet) or Icelandic Ministry of Foreign Affairs (utanríkisráðherra)
Afterwards the original marriage/divorce/death certificate, attached with English and Thai translation (if available), which has been legalised by Norwegian or Icelandic Ministry of Foreign Affairs must be submitted to the Royal Thai Embassy for legalization.
In the case that applicants travel to Thailand to register changes in marital status, please submit the documents which have been legalised by the Thai Embassy to the Department of Consular Affairs, Ministry of Foreign Affairs in Thailand for legalization before presenting them to local districts (Amphoe) to register changes in marital status.
Please note that documents submitted to the Department of Consular Affairs for legalization is required to be translated in Thai.
In the case that applicants cannot travel to Thailand to register changes in marital status in person, applicants can make a power of attorney witnessed and legalised by the Royal Thai Embassy in Oslo, to authorise a person to act on behalf of applicants. Applicants must appear and sign the power of attorney in front of an officer at the Embassy. It is required that applicants make three letters of power of attorney;
5.1) A power of attorney for an authorised person to obtain a Thai translation (if the document has not been translated into Thai)
5.2) A power of attorney for an authorised person to submit the document for legalization to the Department of Consular Affairs
5.3) A power of attorney for an authorised person to register changes in marital status at local districts (Amphoe).
Finally, applicants must send these original letters of power of attorney and all documents which have been legalised by the Royal Thai Embassy in Oslo to the authorised person to act on behalf of applicants in Thailand. Applicants are responsible to send the documents to Thailand by themselves since the Embassy does not provide this service.
